Other issue in park

new playground was installed several weeks ago but the fence remains up. some frustrated parents verbalize this and remove to section taking small kids and strollers inside to play. they said they do this every day and are going to take the whole fence down if the city doesn't hurry up :-( final mulcher padding hasn't been added in there's a significant drop from most of the slides and toys that normally wouldn't be there when filled in. don't want the city liable
